The Inaugural Committee is a joint committee in Congress. The President and Vice-President take power. The Chief Justice swears the officers in.

The ceremony takes place before the Capitol. The President sets the agenda for his administration with his inaugural address. Freedom of speech and press is exercised.

Both houses of Congress are present. The Vice-President must be ready to assume the office. The President can be "affirmed" if he objects to taking an oath.
